Three stakeholder dialogue workshops were organized in co-operation with the European Coexistence Bureau (ECoB) in November 2012 in Brussels, in November 2013 in Lisbon, Portugal, and in late 2014 in Münich. The November 2012 workshop in Brussels  was organized for all stakeholders. The workshop in Lisbon was organized for European Commission representatives, member states authorities, policy makers and scientific advisors in conjunction with the GMCC-13 on November 18, 2013. On February 19, 2015 a European conference was organized Freising, Germany, for European Commission representatives, member states authorities, policy makers and politicians.

 

PRICE Final Conference, 19 February 2015

The  PRICE  Final Conference was organized in Freising, Germany, on 19 February 2015. This conference marked the end of PRICE, a research project funded by the European Commission’s 7th framework programme. The conference provided participants with an overview of the results of studies done in the context of PRICE, and also offered opportunities to discuss different scenarios for coexistence in the supply chain, stakeholders’ views that have been captured in a number of short film portraits, and hands-on experience with a tool for local coexistence management. First Stakeholder Workshop 14 November 2012

The first stakeholder workshop was held in Hotel Bloom in Brussels on 14 November 2012. The main aim was to have an exchange of views of the research objectives and research methods between the PRICE researchers and stakeholders and end-users involved in (the design of guidelines for) coexistence of GM and non-GM foods.

Representatives of stakeholder and end-user organizations have been be approached directly and invited to participate at this first workshop. The final number of participants was over thirty.

Cytoplasmic male sterility (CMS) is a maternally inherited trait that suppresses the production of viable pollen. CMS is a useful biological tool for containment  strategies to reduce or prevent gene flow and cross-pollination  to facilitate coexistence of genetically modified (GM) and non GM-crops in cases where it is required. CMS is reversible and can restore to fertility in the presence of nuclear restorer genes (Rf-genes) and by environmental impacts. The aim of this study was to investigate the influence of air temperature on the stability of CMS maize hybrids under defined greenhouse conditions. Three CMS maize hybrids were grown in three different temperature regimes. Tassel characteristics, pollen production, and fertility were studied. The CMS stability was high in hot air temperatures and decreased in lower temperatures. The extent of these phenomena was dependent on the CMS maize genotype and should be known before using CMS for coexistence purposes.

The cultivation of genetically modified (GM) plants requires the reduction of an unwanted spread of genes (biological confinement). Cytoplasmic male sterility (CMS) inhibits the development of functional pollen, but nuclear restorer (Rf) genes and environmental impacts can restore the fertility. The aim of this study was to verify whether CMS in maize hybrids is a reliable confinement method for the prospective cultivation of GM maize in Germany. Two-year field experiments in three different environments were conducted with three CMS maize hybrids which vary in the CMS stability, one conventional maize variety (all yellow kernels) and white maize as pollen recipient. Tassel characteristics, pollen vitality and cross-pollination rates were investigated. The CMS stability was dependent on the genotype and the specific weather conditions per year and location. In all maize hybrids CMS was unstable. One CMS maize hybrid showed a high level of CMS stability and very low cross-pollination rates in any case (< 1%). The two other CMS maize hybrids developed more fluctuant and fertile tassels with few or many pollen, respectively. Compared with a conventional and fully fertile maize variety, cross-pollination of all CMS maize hybrids was strongly reduced (84%-99%). In conclusion, the CMS trait can be proposed as a useful biological confinement method to reduce pollen-mediated gene flow from GM maize.

 



 

Assessment of coexistence implications in international and EU supply chain

The creation of the non-GM chain required investments by both the key actors involved and the establishment of a partnership based on trust and mutual dependence. The increase in uncertainty coupled with the rise in asset specificity led to higher transaction costs, requiring a shift of the governance structure toward the right side of the market-hierarchy continuum to economize on costs and improve supply chain performance. TCE well explains the changes occurred. The retailer values the return on image as a strategic asset and bears the non-GM extra costs making the chain economically sustainable.

This article assesses the food supply chain for non-GM soybean meal, with particular regard to the upstream stages between overseas producers, international trading companies, and their supply to Italian feed producers. Using transaction-cost economics as a methodological framework and the information collected from a set of interviews with industry representatives, we describe the organizational arrangements that agents adopt to minimize transaction costs. Consistently with theory, we examine the impact of uncertainty on the coordination arrangements. We focus on two dimensions of uncertainty—product-quality uncertainty and environmental uncertainty. We argue that the actual organizational arrangements between transactors are consistent with the theory that, whereas product-quality uncertainty and some degree of asset specificity would lead to vertically integrated forms of governance, environmental uncertainty operates in the opposite direction.

Punt, M. J. and Wesseler, J. (2015), Legal But Costly: An Analysis of the EU GM Regulation in the Light of the WTO Trade Dispute Between the EU and the USA. World Economy. doi: 10.1111/twec.12353.

In this study, we investigate the new European Union (EU) regulations in the light of the ruling by the World Trade Organization (WTO) panel on the trade in genetically modified crops. To this end, we describe: the basic differences in approaches between the EU and the complaining parties with regard to genetically modified crops, what the main arguments were of the complaining parties as well as the defence of the EU, what the final judgement of the panel was and finally, we describe the current EU regulations. We then analyse to what extent, the arguments and conclusions of the panel still hold regarding the new EU legislation. We find that parts of the current EU legislation, that is, the safety bans as they are currently in place, are in breach of the WTO commitments. Moreover, the new approval procedures have the potential to also break these rules, although whether or not they will, depends on how the European Commission acts. Whether or not the EU will be challenged at the WTO remains an open question, as the decision to fight before the WTO may be more costly than working out new bilateral trade agreements.
